When is it allowable to cut trees on council land for a private view and when is it an offence?

How can this action of cutting trees be condoned by council for some and not for others? This is what is happening on a part of Pacific Street Angourie.

It sets a precedence for anyone who feels they would like “view enhancement”…Wonder what the area would look like if everyone applied to have the same privilege?
